Nutoshia D. Carr is Managing Partner of Forefront LLC and a senior leader in the firm’s consulting and advisory practice. She works side by side with clients and consultant teams to deliver practical, high-value solutions that improve organizational effectiveness, service delivery performance, and operational execution. Her leadership combines strategic perspective with disciplined implementation, making her especially effective in environments where accountability, coordination, and outcomes matter.
At Forefront, Nutoshia serves as a project manager on major private, government and not-for-profit sector consulting engagements, legislative advocacy, subject matter expertise in process improvement, strategic planning, and organizational inefficiency consultation. She also helps lead core firm functions, including consultant recruitment and supervision, training program development, proposal development, and contract negotiation support. Her work reflects Forefront’s commitment to structured, client-centered consulting that is both responsive and execution and results centered. Her ability to align people, process, and priorities makes her a strong leader for organizations navigating complex operational and service delivery matters.
Nutoshia brings broad experience across consulting, behavioral health, corrections, and private-sector business operations. Her previous roles include Program Director, Mental Health Director, Therapist, and Psychological Specialist, where she led teams, managed budgets, conducted assessments, developed treatment plans, and delivered direct services in high-responsibility settings. She also served as President/Owner of a retail business, where she managed purchasing, staffing, marketing, and budgeting—further strengthening her operational and management capabilities.
Her professional capabilities include project management, team leadership, budget management, business development, staffing, fundraising, contract negotiations, and group facilitation, supported by strong written and verbal communication skills. She holds a Master of Science in Psychology and Counseling from Troy University, a Bachelor of Science in Psychology (Cum Laude) from Florida A&M University, and an Associate of Arts from Chipola State College.
