Keith D. Carr is the Founder and Principal Consultant of FOREFRONT Consulting, LLC, bringing more than two decades of experience providing independent oversight, compliance monitoring, program evaluation, and advisory services to public, private, and nonprofit organizations. His work supports critical decision-making for government agencies, funding authorities, and mission-driven institutions at the local, state, and federal levels.

Nutoshia D. Carr
MANAGING PARTNER
Nutoshia D. Carr serves as Managing Partner at Forefront LLC, where she helps lead client delivery, consultant management, and internal firm operations. With experience that spans consulting, behavioral health, corrections, and business ownership, she brings a practical, results-focused leadership style grounded in both strategy and execution. At Forefront, she has served as a project manager on multi-million-dollar engagements, providing subject matter expertise to clients seeking support with process improvement, strategic planning, and organizational inefficiency.
In her role, Nutoshia helps build and manage high-performing consulting teams by recruiting, hiring, and supervising consultants, while also developing training programs, preparing business proposals, and supporting contract negotiations. Her ability to align people, process, and priorities makes her a strong leader for organizations navigating complex operational and service delivery challenges.
Before and alongside her consulting work, Nutoshia held leadership and clinical roles including Program Director, Mental Health Director, Therapist, and Psychological Specialist. These positions strengthened her experience in staff supervision, budget management, treatment planning, assessments, crisis intervention, and multidisciplinary collaboration. She also led her own retail business as President/Owner, where she managed operations, staffing, marketing, and business development.
Her professional strengths include project management, team leadership, business development, budgeting, staffing, contract negotiations, fundraising, and group facilitation. She holds a Master of Science in Psychology and Counseling from Troy University, a Bachelor of Science in Psychology (Cum Laude) from Florida A&M University, and an Associate of Arts from Chipola State College and is known for her strong communication and steady leadership skills.
